HOW
TO FORM A NEW CLUB
1. APPLICATION - Any Rugby Football Club situated in Southern
California which desires membership of the Union must first
be in membership with a constituted body, i.e. a LAU. Each
application for membership shall be transmitted through said
LAU. Contact the SCRFU Representative for your division and
inform them of your intentions. A list of contacts is available
at www.scrfu.org/admin2.htm.
Petition SCRFU for acceptance into the union as a probationary
club via a formal letter to your division representative and
the LAU President. The recommendation of the LAU must be endorsed
in the application, which should reach the Secretary of the
SouthernCalifornia Rugby Football Union before May 1, in order
to have the applicant club eligible for the ensuing year.
Any application for membership by a club or group of clubs
situated outside Southern California shall be sent directly
to the Secretary of the Union, with such information as to
its status and fixtures as the Committee may require.
2. PROBATION - The SCRFU Policies and Procedures state
that new clubs must complete a one year probation. A probationary
club will not be considered part of SCRFU until such club
has fullfilled the financial responsibilities of the SCRFU.
A probationary club must also fulfill all requirements as
a full club member concerning the SCRFU Constitution,
Bylaws, Policies and Procedures. Probationary clubs are responsible
for scheduling their own matches, termed friendlies.
Please contact your representative for assistance in scheduling
friendlies. Under special circumstances a clubs probationary
season may be waived. Consult the SCRFU policies and procedures
at www.scrfu.org/downloads/p_p.pdf
for specific details about probationary status.

of the USA Rugby CIPP program by the first league game. CIPP
applications are available at the Fall General Meeting (FGM),
or online at www.usarugby.org.
A team must meet a minimum number of CIPPed players
on their roster. Check the policies and procedures for specific
CIPP requirements for your division.
4. MEDICAL INSURANCE - Every player on the match roster
will show proof of medical insurance prior to each match.
This proof shall also be shown and verified prior to any SCRFU
sanctioned tournaments.
5. SCRFU ID - Each Club division player on the roster
shall have a SCRFU IdentificationCard. This card shall include
a picture of the player, his or her club and shall set forth
the players immigration status for purposes of the foreign
player eligibility requirements. Information on how to acquire
a SCRFU ID will be available at the FGM, or on the web at
www.scrfu.org/idcards.htm.
